KOHA learns from sources in Brussels that other countries will lose considerable sums by this time of year if they fail to meet the obligations that were set out with the reform agenda that is conditional on the exploitation of these means.
An EU source said that Enlargement Commissioner Marta Kos has sent a letter to all six Western Balkan countries late last week, which are beneficial means from the Growth Plan, where she warns them that they would lose these tools if they fail to meet the conditions by the appointed time.
The commissioner has warned partners of the need to speed up reforms so that they can benefit from the funds provided by the Plan. We recall that the grey deadline for steps that had to be met in mid-2025 expires on June 30th of this year. And for steps that had to be fulfilled by the end of 2024 ends by the end of 2026. If deadlines are not respected, partners risk losing over 700m euros together”, a European Commission source has said.
Kosovo had just started last week to receive the first payments from pre-finance from the Western Balkans' growth plan. These first means of Kosovo began to be paid after many delays caused by political stalemate in 2025, when there was no possibility of ratification of credit deals and means between Kosovo and the EU.
According to an estimate, Kosovo in June will lose 68.8m euros. Most of the means will be lost to Bosnia and Herzegovina, which has not yet benefited a cent from the plan. It will lose 373.9m euros.
These mentioned tools would be lost in June, while by the end of the year losses could be even greater if obligations were not met. According to a table for monitoring the fulfilment of conditions from the Development Plan, Kosovo has not met any of the 11 steps ahead. So 0 out of 11 steps. Therefore, the risk of Kosovo losing large means is great if it is not taken quickly.
