Hundreds of square meters and illegal work: What is being built on Radojici's Belgrade property?

A luxurious two-story house, with a swimming pool and fixed yard, has <x0 vs” over a 40-goldy field in a Belgrade elite neighbourhood.
Surrounded by high walls, the house is located near embassies and villas under state protection.
However, all the permits necessary for the construction of this house are not found in the construction registry in Serbia.
Civic and Republican inspectors have not responded to Radio Free Europe's question if they have controlled these works.
Parcela in the Dedinje neighbourhood, earlier, has been registered as “of Milan's” and Emma Radojici. However, the current owner is only her.
In testimony to Kosovo authorities, who seek Milan Radociqi for organising the armed attack in the village of Banjska, Emma Radojic has declared he has divorced him.
They have two kids together.
Who are Emma Radoichi's first neighbors?
Emma Radoicic has not answered Radio Free Europe questions via email, concerning the financing and construction of the villa, as well as her relationship with Milan Radojcina.
As can be seen in the cadastre, her first neighbour in Dedinje is Lilana Bozovic, Zvonko Veselinovich's wife, former Radojovici business partner, also originally from northern Kosovo.

Veselinovic's wife is building a villa of about 3,000 square metres, while the initial value of the works exceeds 3.5m euros.

Both Radoicic and Veselinovic are under sanctions from the United States and the United Kingdom, due to charges of organised crime and corruption.
Kosovo authorities charge them with serious criminal acts, including the killing of politician from the north of Kosovo, Oliver Ivanovic.
However, Serbia does not pay attention to these accusations, nor to international sanctions.
Similarly, it also ignores the indictment against Radojici in Kosovo for the attack on Banjska.
What's Radocik accused of?
Radoic has admitted to organising the attack on the village of Banjska on 24 September 2023.
One Kosovo policeman has been killed in that attack, and three others have been injured.
Then, in the exchange of fire that followed, three other attackers of Serbian nationalism have been killed.
Authorities in Kosovo have filed charges against Radojici and 44 other people.
He is accused of terrorism and serious acts against Kosovo constitutional order. In all, it is accused of being at the helm of a “terrorist group that has attempted, with violence and heavy weapons, to register Kosovo's predominantly Serb-run north, and to unite it with Serbia.
No indictment has been filed in Serbia yet, even though in the first few days since the attack on Banjska has launched an investigation.
Serbia, which does not recognise the state of Kosovo and its institutions, charges Radociqi with the work of maintaining and selling illegal weapons, as well as serious acts against overall security.
What is included in the 2,300 square feet [2,300 sq m]?
Radio Free Europe in Belgrade has analysed the UN Central Procedure Record for providing construction permits (CEOP).
On this basis are all public documents that release Serbia's state bodies during construction so that the objects are legal.
According to this base, works on the Mercedes of Emma Radoickis have not officially begun.
But the situation on the ground is different.
From the images provided by Radio Free Europe, there is a two - story villa, a pool, and a green - arranged courtyard.

However, documents show that the Belgrade City Secretariat for Urbanism on March 16th has offered the terms of the location for construction at the parcel in Dedinje.
This is just the first step in procedure.
These conditions determine what and how it is allowed to be built.
Next step is to get construction permits.
According to data from the approved location conditions, the villa should have about 2,300 square metres of subterranean, ground and two floors.
The area on the ground of the villa, according to these reports, is about 1,500 square feet [1,500 sq m].
It is not clear in the document what is planned to be built in hundreds of square metres of the underground area, except for seven parking lots.
And there is still no valid construction permit for this facility in the central register.

Although Free Europe Radio on the ground has found a villa and swimming pool already built, there is no document at the base to start the works.
Initializing the work is essential because without construction it is considered illegal.
Then the announcement to complete the foundation must be submitted to ensure that the object is not beyond the allowed size.
Neither is this document found on the base.
The completion of operations near the relevant institutions should then be reported, and then demand for links to municipal infrastructure ʹ the power grid, the pipeline and the channeling.
The last step is the request for permission to use without which the object cannot be entered into the cadastre.
Warming pump and a statement from the Ministry of Defense
Emma Radochiqi's possession of the parcel has existed a construction permit, valid for a villa of about 1,500 square metres of swimming pool and nine parking lots in open space.
This permit was issued in February 2024.
The projected value of building this mansion, according to construction permit, was around 2.7m euros.
However, satellite images, analyzed by Radio Free Europe, indicate that the work on this parcel has begun even before the launch of construction permit.
Then, in July 2025, the owner has requested a change of permit, increasing the size of the house, and installations respectively.
This request has been denied, “because it has not been in line with the given terms of the” location.
Therefore, it has requested new location conditions. And he was rejected twice.
The first time, in September 2025, because of <x0mungs in the content of the idea solution” of the residential object.
The second time it was rejected in December 2025. A letter of Serbia's Defence Ministry has also been cited as the reason for the refusal.
In this area, where luxurious villas are being built, there are many military objects under special protection.
For this reason, the permission of the Ministry of Defence is necessary, because it's about a <x0zone around complexes, facilities and military infrastructure”.
The problem has emerged because of a heating pump used for the villa.
In the letter, the ministry has stressed that “land drilling and construction works deep over ten meters” are prohibited in that location.
For this reason, they have sought to clarify in what depth the works for installing the heating pump will take place.
“During the performance of land works -- that is, during each drilling or digging -- it is mandatory to enable the presence of persons responsible by the Serbian Army” -- is said in the letter.

The defence ministry has also demanded that the entire technical documentation be submitted for review and thought, throughout the process until the handover of construction permits.
Likewise, in the event of the need for reconstruction or adaptation of the object, it requires its consent.
After handing over completed technical documentation, the Defence Ministry will re-evaluate your” request, it says in the document that Emma Radojici denied.
The new demand has been submitted on 24 February this year and has been approved on 16 March.
However, competent inspectors have not answered Radio Europe's free questions if they have walked out on the ground and have determined that a villa has already been built on the ground, for which they issue construction permits.
Previous “shared marital property”
Milan Radojic, after taking responsibility for the attack on Banjska, has been transferred to Serbia, with addresses registered in Belgrade.
He, at the time, has resigned from the post of deputy head of the Serbian List ʹ the main party of Serbs in Kosovo, which enjoys the support of official Belgrade.
Authorities in Serbia refuse to extradite him to Kosovo and say all suspects will judge Serbian courts, while Kosovo officials say the state is protecting them.
Since October 2023, Radochiqi has been confiscated from passports, banned from Serbia, and obliged to appear to police in Belgrade twice a month.
He has registered the residence address in the Savski Venac municipality in Belgrade, where the newly built villa is located in Dedinje, as well as some luxury apartments and houses associated with it, through his former business partners and their companies.
Radovac himself, according to data available by Radio Free Europe, has no real estate in his name in Serbia.
Kadastra shows that the site with the villa in Dedinje is fully owned by Emma Radojicich.
Earlier, this parcel has figured as “mutually married”.
Now, that note no longer exists in the cadastre.
Veselinovici's wife “avancon” with works
At the end of 2023, the Radocira have bought this parcel from investor Danica Park, which was then owned by Davor Macures, a businessman close to the ruling party in Serbia, the Serbian Progressive Party.
The Danica Park company was closed in August 2024.
From the same investor, the parcel was purchased by Zvonko Veselinovich's wife.
The projected value of building the villa of Veselinovic's wife is over 3.5m euros, as seen in construction permits.
Even in its parcel, according to satellite images, the work started before the official construction performance.
Bozovic, according to official data, has “transferred ahead of” to work rather than her neighbour.
It has requested linking the object to municipal infrastructure, but has been rejected several times. Last time in December 2025.
Once a businessman, today officially without company
Although previously presented as a businessman, Milan Radoicicic, according to official data from the business registry, currently there are no companies in his name in Serbia.
He has emerged from the ownership of the Incope company and its branches in October 2023, after publicly acknowledging that he has organized the armed attack on Banjska.
His share in Incope and related companies has been donated to business partners, the Zvonko brothers and Zarko Wesselinovic.
Even those, like Radojic, are under US sanctions due to allegations of links to international organised crime.
Zvonko Veselinovic now has 60% of ownership in Inkop and related companies, while his brother, Zarko, has 40%.
Meanwhile, business with the state has continued.
These companies, over the past few years, have won contracts financed by the Serbian state budget for the construction of highway segments, Radio Free Europe surveys show.
Companies have assets worth millions, including a luxury hotel in Copaonic, villas and apartments in Belgrade.
What is Serbia's stance on sanctions?
Since Milan Radojciq, Zvonko Veselinovic and related companies are placed in the US's “blacklist”, official Belgrade has not implemented those sanctions, arguing there are no international obligations.
Sanctions imply freezing their wealth and accounts in the United States, if they have them, as well as stopping American companies and citizens from doing business with them.
Since December 2022, Radoicic and Veselinovic are also under United Kingdom sanctions.
Veselinovici State Works
The Incop company and its branches, owned by the Veselinovic brothers, have won over 21m euros at the end of 2024.
All financial reports for 2025, until the publication of this article, have not been available.
Even though their profits come from jobs financed by Serbia's state budget, public enterprises and Serbia's institutions have not responded to Radio Free Europe's question of what qualifies these companies to win state contracts.
What's wrong with Emma Radochiq?
While Milan Radoic officially does not figure as a owner in business, in the name of Emma Radojici in Serbia's economic registry only figures Grey.
However, its headquarters is in northern Mitrovica in Kosovo.
This restaurant was confiscated by Kosovo Police in April 2024, along with other assets associated with Radociqi in Kosovo, a villa at Lake Weman and an apartment in northern Mitrovica.

The Grey restaurant has been erased from Serbia's business registry in April 2025.
Emma Radoicic, according to documents he has handed over to Serbia's institutions, has registered residence in a building in the Novi Belgrade neighbourhood.
