The winner of the five-million-dollar tender for drugs matches up to cents with the projected budget

The Health Ministry has rewarded an economic operator with a tender, precisely with the projected value of the tender. Curiosity is what the projected value is, so is the company's bid that has been declared winner. So, we're not just talking about euros, we're talking about cents that are fully relevant, reports Periscope. According to the document [...]
According to the official document on the decision to contract, the projected value of the tender is 5,385,415.48 euros. That is exactly what the company who won the contract has offered up to the last cent.

It's about the tender, titled “The Rysdiplam 0.75 mg-ml, the bar of serious and rare diseases from LBE”, a drug used to treat very serious and rare diseases.
The contract was won by the company “Santepharm” St. P.K with headquarters in Fushe Kosovo. According to the Health Ministry document, this company's offer is exactly 5,385,415.48 euros, like the projected value of the tender.
The contract-making decision was signed on February 18th 2026 by the responsible procurement official at the Ministry of Health.
The tender deals with the supply of risdipplam grass, a medicine used in treating rare and very serious diseases, especially for patients suffering from muscle spinal atrophy.
This type of drug is considered one of the most expensive therapies on the pharmaceutical market, since it is used for rare diseases and is usually produced by a very limited number of pharmaceutical companies in the world.
The contract signed by the Health Ministry envisions the supply of health institutions with this drug for patients who need this treatment.
However, what stands out in this procurement procedure is the fact that the winning company's bid fully coincides with the value envisioned by the contracting authority.
The opposite usually occurs in public procurement, because public institutions establish an anticipated value of the contract, while economic operators compete by offering lower prices to win the tender.
It is through this race that the state is designed to provide the most favorable financial offer and save public money.
In this case, however, there is no difference between the planned value and the winning bid.
A match to the projected value of the bid is a rare situation in public procurement and is often considered a risk indicator by audiences and procurement experts.
In any case, the fact that the winning bid is identical to the projected value of the tender of 5,385,415.48 euros makes this procedure an unusual case in the usual public procurement practices. /Periscope/
