Without competition and competition: Kosovo Telekom gives 72 thousand euros to company from Skopje

According to the official announcement of signing the contract, the procurement activity was initiated on November 3rd 2025, while the contract was signed on January 29th 2026. The contract subject concerns “functional complements in the billing system”, including technical interference in existing Kosovo Telekom platforms, reports Periscope.

The document shows Telekom has used the negotiated procedure, which, according to Public Procure Law It is permitted only under exceptional circumstances and clear reasoning. However, published data does not indicate that conditions have been met that would justify this form of procurement, especially considering that there are services and technical supplies where there are market and competitive opportunities.

Another element that questions is the fact that only an economic operator has participated in this procurement activity, the company from Skopje, respectively. The report reportedly has accepted only one offer, which has also been announced as a winner, making the process formal and non-competitive.

The projected value of the contract has been 87,320 euros, while the final contract has been signed in value of 72,890 euros, with criteria for providing “lower price”. However, when there is only one bid, the price criterion loses its practical meaning, as there is no comparison with other economic operators.

Under the Public Procurement Law, negotiated procedure without publication or limited publication is considered exception and not rule, precisely because of the risk of favouring certain operators and limiting competition. In this case, use of preliminary procedure by Kosovo Telecom, a public company, raises serious doubts about respecting basic principles of transparency, equal treatment and free competition.
