American Oda : Kosovo's new government must focus on energy, investments and economic reform

The American Economic Oda in Kosovo welcomes the establishment of new legislative and executive institutions, released from the December 28th 2025 elections, as a clear reflection of the country's democratic functioning.

“The quick implementation of the Republic of Kosovo Assembly and voting of the new government cabinet, in accordance with the constitutional and legal framework, constitute an important indicator of political maturity and institutional consolidation”.

At this new phase of governance, the American Oda highlights the need for a clear and sustainable economic reform agenda that would address structural challenges and accelerate economic growth.

A particular focus must be dedicated to the energy sector, including diversification of energy resources and strengthening the country's energy security, as well as creating favourable conditions for strategic investments in modern infrastructure and clean energy. Similarly, human capital development and harmonisation of the education system with labour market demands remain key elements for the increased competitiveness of Kosovo's” economy.

The American Oda also highlights the importance of empowering the industrial base even through attracting foreign direct investments, especially from the United States of America and Kosovo strategic partners.

“The improvement of the business climate through rule of law, judicial security, reduction of administrative barriers and increased transparency in decision making should be the immediate priority of the new institutions”.

Given that a significant portion of economic reforms have remained delayed for more than a year, the American Oda welcomes the possibility that the new government mandate will be used to push these reforms forward in a coordinated and long-term vision.

In this direction, the American Economic Oda in Kosovo calls for more active and sustainable co-operation between the public sector and the private sector.
