“Superwork” out of function, businesses and troubled job seekers

Even from the Republic of Kosovo Agency for Employment, they have not officially confirmed these troubles to Kosovo. They even say they have accepted a large number of complaints about this concern.

In addition to the failure of the platform, major complaints have been filed over payment delays and the lack of institutional clarifications for continuing the programme in 2026.

Kosovo Chamber of Commerce and Industry Executive Director Kuqim Ahmeti says problems with platform “Superwork” is just being repeated and that complaints by businesses for its malfunction have been repeated recently, as in late last year.

In fact, it seems that this problem of Super Work platform is not something new, because we've discussed this issue roughly before, if I'm not mistaken, somewhere last year, might be November or December, about some of the businesses that have mentioned me at meetings that are in trouble with the functioning of this rig. But then he seems to be back in disfunction. In recent times, we have actually had business communications today, and we have been warned that there are still problems with the malfunction of this” platform, Ahmeti says.

Ahmeti stressed that defaulting platform “Superpulla” is putting businesses in a difficult situation, as they risk being penalised by the Tax Administration for not registering workers, although the problem stems from the state system itself.

He called on institutions not to take punitive measures against businesses without verifying previously that responsibility is not theirs.

On one side, business will register the worker. On the other hand, there's no way he keeps a worker at work without enrolling. With the job held, it is at risk of being penalised by the agency, the Kosovo Tax Administration. Why? Because he doesn't have it, he didn't register the worker. In fact, in this case it's not the business fault, but it's the fault of the still state system in this case, which is not working and often these troubles are happening. I have asked them not to take immediate action, because it seems that the easiest solution for many institutions in the country is to condemn businesses immediately, without correctly proving the problem is not in business, but it is the problem with a service or a system that Kosovo government or the state of Kosovo has under supervision in this case and that, for one reason or another, it doesn't work”, he said.

The economy's recogniser, Adem Qorrolli, stresses that the recording platform has constantly had technical problems, both in the past and currently.

But, according to him, the main concern is that users cannot register again.

The platform system has actually had problems and then and we have already complaints. But what's worrying is that they can't re-register and whether it's the financial system problem now, or it's the institutional problem that's not funding them yet. And the second problem is that payments are not being paid in 15 days after the end of the month. So we have complaints they get in two months, three or yet have not received their income, as promised by the Finance Ministry's fiscal package, the finance ministry's budget package responsible for the private sector, responsible for businesses”, says Qorroll.

According to Qroll, there is institutional uncertainty even about the continuation of the <x0 program Superpulla” in 2026.
