The staff returned, the audience stayed outside the official agenda: Additional Labor From England

For two years, the heads of the ZKA received over 12,000 euros in hire abroad, while a visit to England raises suspicions of payments beyond the official agenda. For two consecutive years, Kosovo General Auditor and Deputy General Auditor have benefited over 12,000 euros in wages from official trips abroad, according to official data provided by the National Audition Office (ZKA).

According to the official response, General Auditor Vlora Spanca has spent 2,505 euros abroad during 2024, while 2,645 euros during 2025, or a total of 5,150 euros for two years.

Meanwhile, Deputy General Auditor Bezad Halilaj received 1,710 euros in 2024 and 2,923 euros in 2025, a total of 4,633 euros, reports Democracy.com, presented Periscopi.

IT argues these expenses, saying they reflect “nature, intensity, duration and professional responsibilities of official management agendas”. According to the institution, during this period 106 employees of different levels have participated in international training, conferences and activities under E organisations. UROSAI and INTOSAI.

However, a concrete visit to the United Kingdom, in late January and early February 2025, raises doubts about the actual length of the official agenda and the benefit of wages beyond it.

London case: labor beyond the official agenda

According to the ZKA's own public reports, the institution's delegation has completed its official visit to the United Kingdom on 31 January 2025, the date when the announcement on the official page has been published that “due to Kosovo's Ambassador to London marks the conclusion of the General Aubera's visit to the United Kingdom”.

The next staff of the delegation has returned to Pristina on February 1st, while the general audience has returned on February 3rd 2025, staying seven days in England, or six official days (represented February 27th- Day of arrival), though in the official answer the ZKA speaks of a five-day agenda for it.

On the agenda of February 1st, no official activity is found for the General Auser. While on February 2nd, it has marked an interview for the medium “A LB UK TV”, activity that has not been part of institutional meetings and comes after the official end of the visit, as stated by the KOKA itself the day before.

In spite of that, in response to Democracy.com, the ZKA has named this as an official “interviewer”, though the institution's own documents show it has been realised beyond the official agenda's deadline.

The Auday interview, which has been sent to the link attached to the response, currently does not figure as such on the official site of KA. The verification indicates that the video interview was removed.

Difference That Does not Come to Account

For this visit, Deputy General Auditor has benefited 522 euros in labour, while General Auditor 704.60 euros.

Since the daily average value is 130.5 euros, for 5 days the maximum amount would have to be 652.50 euros. The difference of around 52 euros remains unexplained in the submitted documentation.

Moreover, even the fifth day's labor rate is inconsistencies, since that day has not been covered with official institutional activities, while the only activity marked by media research took place after the visit ended.

Unofficially, it is taught that this extra day has been used by the audience even for a private stay with its members living in England, which makes it even more problematic by ethical and administrative value.

ZKA has stressed that all travel documents are related and that international activities are public. However, London's case shows that, despite formal transparency, the practice of benefiting wages beyond the official agenda remains vague, especially when it comes to the institution's highest management of financial accuracy. /Democracy. com/
