GAP: Mayors gave fewer promises than in 2021 elections

Thus, it was announced Thursday at a GAP Institute media conference, where through electronic platform “Commociation Information” revealed the promises of mayors. According to GAP, a total of 1,683 promises have been recorded in 26 municipalities, presenting 132 promises less than in the previous mandate.

The largest increase in the number of promises is marked in Lipjan, Decan, Fushe-Kosovo, Drenas, Obilic and Podujevo. Lipjan leads with the most pronounced increase, from 61 promises to the 2021)2025 mandate to 170 promises in the current mandate. The Decani, with increases from 20 to 124 promises -- Fushe-Kosovo from 35 to 110, Drenasi from 37 to 88 -- Obiliki from 69 to 104 and Podujevo from 61 to 88 promises.

The biggest drop in the number of promises has been recorded in Pristina -- from 206 to 115 promises, followed by Kacanik, Suhareka, Shtime, South Mitrovica, Rahoveci, Hani of Elez, Maliseva, Kline and Istog.

As far as the fields are concerned, infrastructure leads with the largest number of promises -- a total of 382 -- followed by education with 322 promises, public services with 184 -- and health with 146 promises. In the economy, agriculture, culture, sport and social issues, the number of promises is close to the previous mandate, about 100 per each area. At least promises have been given in urbanism, 51 Sosh, and in administration, 50 promises.

The GAP Institute estimates that these data show the return of infrastructure as a top priority in the new mandate, replacing public services that had dominated the previous mandate.

“In the recent local elections for mayors have competed 185 candidates, of whom 165 of the political subjects, while others from civic initiatives or independent candidates. Only 20 candidates have been women, and of them only one has been elected mayor, out of a total of 38 elected mayors”, the report said.

According to GAP, the winner chairman in Skenderaj, the one in Mamusa and ten mayors of Serb majority municipalities have not unveiled any election promises. Of the 26 winning heads, 17 have had written election programmes, while nine others have presented the promises through election activities or media presentations.
