EU announces trilateral meeting in Brussels for missing persons, gives details of what the sides have agreed to

The European Union has issued a communique for yesterday's meetings in Brussels of Kosovo-Serbia technical dialogue between Kosovo's chief negotiator, Besnik Bislimi, Serbia's Petar Petkoviq, as well as EU emissary Peter Sorensen. The EU confirmed that “for the first time in a trilateral format”, on January 22nd, the 26 chief negotiators of Kosovo and Serbia, together with the EU Special Representative, gathered to discuss the Joint Commission for Missing Persons.

The EU made it known that the aim of the Joint Commission is to oversee the implementation of the Declaration of Missing Persons, which aims to contribute to the dawning of the fate of still-defunct persons, including forcibly missing persons, as well as to bring the end of this process to the families of the missing and to promote lasting reconciliation and peace.

“in line with Agreement Reference Terms, Joint Commission will support the Work Group's efforts for missing persons led by I The CRC, facilitating party implementation activities, resolving any dispute and reviewing progress”, the EU said.

The establishment of this commission was agreed on May 2nd, 2023 by Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, during a then facilitated summit by EU High Representative Josep Borrell.

EU as extenuating, Kosovo, Serbia or I The CRC can refer to the Joint Commission any issues related to the implementation, application and interpretation of the Declaration on Missing Persons, as well as any controversial issues that arise within the IRC-led Workers Group, including the topic of review and update of the Group's Reference and General Framework for Missing Persons, in case this one does not reach consensus on this issue, the EU said.

The Joint Commission will review issues within its mandate in accordance with agreed Reference Terms. Any decision on disputed issues, referred to by the Joint Commission by the IRC-led Workers Group, will be returned to the ICRC-led Work Group for approval and implementation”.

The European Union said there is great expectations for the Joint Commission to make an important contribution to clarifying the fate of missing persons and helping to close a painful chapter for families, which have been waiting for a very long time for answers.

On December 17th 2024, Kosovo and Serbia's chief negotiators agreed in Brussels on Reference Terma for the Joint Commission for Missing Persons, which will be established under the Declaration on Missing Persons, agreed by Kurti and Vuciq on May 2nd 2023.
