No country, without laws, EU warns Kosovo deadlines for 900 million are passing

Full of 33 conditions set for Kosovo to benefit from payments from the European Union's Western Balkans Growth Plan have had deadlines for fulfilling the end of June or December last year.

A large part of them are laws that would have to be adopted and entered into force, but that in the absence of a functional Assembly, they have been put on hold, jeopardising the money funds for Kosovo.

Of the laws to be adopted before the start of this year are: Civil code? The law for micro-financial and non-bank institutions; it's for banking; the entire law on administrative burden; the package of energy laws; and the Energy Regulatory Law; and others.

In all, the goal is harmonisation with EU legislation.

But some of the conditions that are not related to the Parliament have been met, such as full re-membership in the European Quality Association in Education SEE, establishing the visa regime for states to which the EU applies it at least one year or so.

Despite the authorities' statements, including the incumbent prime minister, that part of the means have been lost, in a response to Dukajini TV, the EU hinted that there is officially access to the entire fund.

Kosovo was among the first partners from the Western Balkans to approve the EU Growth Plan Reform Agreement, which was approved by the European Commission in October 2024. Therefore, Kosovo remains qualified to benefit up to 882m euros under the Development Plan, depending on the entry into force of reform and growth agreements, as well as other conditions for payment”, the European Union says in response.

Pointing to the fact that the Development Plan is only long-term until 2027, the EU showed that procrastination produces negative effects.

In spite of that, there is still hope for the capture of some of the reserve deadlines, as the Growth Plan envisions a “reis period” of a year for all steps to be taken by June 2025.

Funds for previous reforms in this deadline were eventually lost only if they are not met by the end of “gris period”.

An additional “afat” is not mentioned in those that last year's December 2025.

Because of delays in forming institutions, reform deals and growth are not yet in force. Without ratification of the agreements, Kosovo cannot apply for payment”, the EU's response follows.

Kosovo signed agreements issued by the Growth Plan at the end of 2024, while the two legislatures -- the eighth and the ninth -- failed to ratify them, to pave the way for benefits from grants and long-term loans of low interest. /Periscope
