He has added that the recount process is constantly monitored by observers of political subjects, organisations and media, through screens reflecting any action in real time.

Although the CEC has not received direct complaints from observers during the initial count, Rexha has stressed the importance of their role during the recount.

“Monitors play key role. If they observe any inaccuracies, react and our employee is obliged to halt the process and re-check the vote,” has said it.

How does the recount process develop?

Rexha has also explained in detail the recount procedure, stressing that it is almost identical to that of the QKN.

“The number of ballotings must be consistent with the number of signatures and with invalid and valid balloting” Raj has cleared up.

Certificate delay and waiting for final report The CEC has indicated that the final report will be drafted only after the recount of all 2 thousand and 557 ballot boxes is completed. Until then, the process of certificate of results remains suspended, extending even deadlines for forming new institutions stemming from the elections.

The Central Election Commission's decision (KQZ) to recount all votes of the country's MPs to the level has come after serious allegations of inaccuracies and manipulation during the counting process at the Municipal Counting Centre (QKN).

This process includes a total of 2 thousand and 557 seats across Kosovo and is expected to cause delays in the certificate of election results, resulting in the formation of new institutions. Over 50% of the deployments, which were subjected to the recount process, have been completed under the updates of the Central Election Commission (KQZ), until noon hours of 23.01.2026.

The CEC has indicated that the process has already been completed in 19 municipalities.

The recount has ended in Dragash, Kacanik, Leposaviq, Prizren, Skenderaj, Shndere, Ferizaj, Year, Zvecan, Vushtrri, Junik, Malisheva, Mamusa, Hani of Elez, Gracanica, Ranillug, Partesh, Klokot and North Mitrovica.

Due to voter manipulation in early elections on December 28th 2025, over 100 commissioners of different parties have been called for interviewing in connection with vote manipulation in Prizren. The Central Election Commission at the meeting, held on 19,01.2026, has decided on the recount of all deployments in 28 municipalities, as well as the suspension of the mandate of members of political subjects at the Municipal Election Commission in Prizren.

Recounting of votes has caused drastic changes in candidate lists, especially within the Democratic Party of Kosovo (PDK), where some candidates have lost hundreds and even thousands of votes.

All of this is expected to bring delays in the certificate of election results and therefore the formation of new institutions. Turnout in the 28 December snap elections, according to the CEC, has been 45.03%, or 900 thousand and 330 voters.

The number of citizens rightly voted in Kosovo was 1,999,204 voters, while the number of those registered to vote abroad was 77,086. The domestic election process took place at 948 polling stations, while this process outside Kosovo was organised in 16 embassies and 13 consulates deployed in 18 different states.

According to CEC data, on 29 diplomatic representations were eligible to vote 19,187 voters. Kosovo President Vjosa Osmani has distributed the Kosovo Assembly in 20,11.2025, as this institution failed to elect Government, though parliamentary elections were held in 09.02.2025.
