CEC failure: How was the candidate for deputy son, Nat Hasani appointed a numberer?

 The detention of the son of an MP candidate, under suspicion of manipulation during the voting count process at the Prizren Municipal Counting Centre, has highlighted a serious institutional failure of the Central Election Commission in preventing conflict of interest and in protecting the integrity of the election process, namely counting [...]

The case has raised strong questions about how the CEC has allowed a person with direct family ties with an MP candidate to engage as a numerator in a process where political interests are direct and sensitive.

Under the election law, counting groups are appointed by the CEC, on the basis of political party nominations. But even though numerators' nomination is made by political subjects, the responsibility for formal appointment and their verification falls to the CEC.

In this case, the CEC has not only failed to identify the clear conflict of interest, but has enabled it to be institutionalised through official appointment.

Such a situation is not just an administrative launch, but a serious violation of minimum standards of impartiality that should characterize the voting counting process.

Legally and institutionally, the CEC is obliged to ensure that the counting process is conducted fairly, impartially and reliablely.

Allowing the participation of family candidates in the role of numerators creates not only the perception of conflict of interest but also real grounds for abuse of the process, as is already being investigated by the Prosecutor.

This case seriously undermines citizens' confidence in the voting counting process, especially in a context where elections are accompanied by mass recounts and continuing doubts about vote manipulation among candidates in some counting centres.
