PZAP fines PDK with 5,500 euros of LDK with 2,500 euros

The electoral panel for Ances and Parashtera has fined the Democratic Party of Kosovo and the Democratic League of Kosovo.
To The PDK complained of the Vetevendosje Movement, as a reason for the language used by the Sqaheraj presidential candidate from the PDK, Sami Lushtaku.
Lushtaku was quoted as using denigrative languages, among other things as saying: “The most vile government, a more misleading government, the most antinational government, I don't believe there is Kosovo”.
His talk was also published on social networks.
For this, The PDK had declared Lushtak's language critical of the government as an institution, not individuals who make up it.
This party has added that criticism of institutions is a common part of the political debate.
This is an expression of his opinion about the actions of this institution and is not intended to offend or harm individuals who may be part of this government. And on 21.09.2025 The PDK had complained to PZAP for LDK. In complaint, The PDK has declared that Pristina's candidate for chairmanship by LDK, Progress Rama, has published a video titled “Extra! Tonight at 8:00 p.m. at T7”, in a video in which he appears in his office in the Pristina municipality, distributing information about his election programme.
The PDK has claimed Rama violated the law using the institution for campaign purposes, with cases even binding the video in question. The LDK has not commented on PDK claims.
PZAP has decided that in addition to the fine of two thousand and 500 euros, Rama will also force the video away from social networks.
This institution has found that through the use of the public institution, Rama has violated the election rules.
“z. Rama's progress has exploited the Pristina municipality's internal spaces during the election campaign with the aim of winning votes. Consequently, according to the panel assessment, the actions of Pristina municipality's candidate chairman, Mr. Progress Rama, conflicts with Article 36 paragraph 1's provision of Law No.08/L-228 for the General Elections in the Republic of Kosovo, and election rule No.07/2024” says among other things in the PZAP decision.
So the PDK was fined 5 thousand and 500 euros, while the LDK was fined 2 grand and 500. Both because of the violation of the Code of Conduct of Political Subjects.
