Leverkusen had initially demanded 150m euros for the 22-year-old, who had also drawn interest from Beyern Munich, but weeks of negotiations cut the price.
Wirtz, scored 16 goals and gave 15 assistings last season at 45 presentations for Beyer Leverkusen.
