The secret scheme of the real owners of one of the companies that won the contract at the Ministry of Agriculture has been discovered. The company, which had 30% shares of the Kosovo company, which signed contracts with the Ministry of Agriculture registered in Podgorica, Montenegro, however #Kallxo Pernimme, has found that its mother company is in Belgrade and the owner is a citizen of Serbia.
The exclusive file sheds details on how the Serbian citizenship businessman withdrew from the investment a few days after the government signed contracts with the consortium that won the contract.
The research found that the company a few days after winning the contract to process animal byproducts decided to sell its shares by just 3 thousand euros.
The file cleared that the headquarters company in Podgorica and Belgrade sold 20% of shares to the company “Arches Bau”, which has shareholders from Kosovo and North Macedonia and 10% of shares to Naser Maloku.

Five days after the second public call was published on AUV site, the company “LEP KS & IT” S.P.K. was registered to the Agency for Registering Business in Kosovo (ARBK).
The registration file reveals that initially the founder of this company had been three shareholders, Naser Maloku, as manager and two other companies, “MR & MNE” D.O.O. address in Montenegro's Podgorica and “LIPITALIA 2000” S.P.S. Addressed in Rosta, Italy.
According to data he provided KALLXO.com, owner of the company “MR & MNE” D.O.O. address in Montenegro's Podgorica is another company named “MR & Coo” with headquarters in Belgrade in Serbia, which is owned by citizens of Serbia, Muamer Ragipovic.

Periscope since 04.04.2025 has submitted requests to the Veterinary and Food Agency to request access to documents and information about the factory, which was not operational for a long time.
KA LLXO.com found that the process of providing for the use of this factory was initiated in 19.07,2024 by the Food and Veterinary Agency.
Five months later, in 09.01.2025, the Government of Kosovo had decided to approve land use and animal byproducts plant.
A day later, in 10,01.2025, Faton Peci, in the quality of Agriculture, Forestry and Rural Development, had signed the contract, titled “Functioning object for processing animal byproducts”.
The contract winner was announced “LEP KS & IT” U.S.A., which has been granted the right to operating for 20 years, accounting for 2024 by 2044, with the possibility of continuing.
Under the contract, the company is obliged to pay a rent of 30,000 euros within the year, which is worth two thousand and 500 euros per month.
Article 4 of the contract also envisions the company's subvention for each collected and processed kilogram.
“Subvention for each tonne collected will be in the sum of 0.16 cents per kilogram (1 kg)”- the contract says. The plant for the processing of animal byproducts was starting to build nine years ago. /Periscope/
