- Kosovo and Serbia are fully committed to respecting all provisions of the Agreement and this Anex, and to implement all their respective obligations stemming from the agreement and this Anex in a proper and confidential manner.
- The sides bear in mind that the Agreement and Implementation Annex will become an integral part of the respective processes of Kosovo and Serbia's EU membership. The parties bear in mind that immediately after the agreement's adoption and this Annece, the EU mediator will begin the process to change Chapter 35 standards for Serbia to reflect Serbia's new obligations stemming from the agreement and this Anex. The Kosovo Special Group for Normalisation agenda will equally reflect Kosovo's new obligations stemming from the agreement and this Anex.
- The sides agree to adopt the Declaration of Missing Persons, as negotiated within the framework of the EU-enlightened dialogue, as urgent issues.
- To implement Article 7, Kosovo immediately begins negotiations under the EU-mediated Dialogue on establishing specific arrangements and guarantees to ensure a proper level of self-management for the Serb community in Kosovo, in line with previous relevant dialogue agreements defined by the EU mediator.
- The sides agree to establish a Joint Monitoring Committee, led by the EU, within 30 days. Implementation of all provisions will be provided and monitored by the Joint Monitoring Committee.
- To implement Article 9, the EU will organise a donor conference within 150 days to create an investment and financial assistance package for Kosovo and Serbia. No provision will occur before the EU determines that all provisions of the Agreement have been fully implemented.
- Kosovo and Serbia agree that all articles will be implemented independently by each other.
- The order of the paragraphs of this Annex does not prejudge the order of their application.
- Kosovo and Serbia agree not to block implementation of either article.
- All discussions concerning the implementation of the Agreement will be held within the framework of the EU-launched dialogue.
- Kosovo and Serbia agree that any disrespect of their obligations by the agreement, this Anex or the former Dialogue Agreements, could have negative direct consequences for their respective EU membership processes and the financial assistance they receive from the EU. /Periscope/
