The CEC for the transfer of votes from the diaspora: The Integrity of the Process

Meanwhile, AAK's organising secretary for the diaspora, Sokol Mehmetaj, has expressed concern over organising the transfer of votes from Zurich, Switzerland.

Following concerns raised in public about transporting election materials, including ballot packages from outside Kosovo, the Central Election Commission deems it necessary to provide the following clarifications:

The withdrawal of postal shipments from the Central Election Commission's postal boxes, as well as the delivery of election materials to diplomatic representation, will be done through land routes by CEC officials, with the assistance of the Ministry of Foreign Affairs and Diaspore. The latter has provided transport vehicles, which will be run by its officials.

So far, in some cases, the CEC has attracted ballot packages, which have been sent to stay temporarily on different diplomatic representations, respectively, in their security rooms, where they are constantly monitored by cameras. These withdrawals have been developed in a transparent process, with preliminary announcement of observers of political subjects who have not recorded any remarks in the withdrawal protocols and in the presence of CEC officials.

Also, the CEC explains that bringing the package of ballotes and other election materials to the Republic of Kosovo will take place under the continued association of CEC officials, with the status of diplomatic remittances.

The Central Election Commission has made sure that this mode of transportation is safe, no problem and that the integrity of the process and election materials is maintained. This type of transport has diplomatic character, with its accompanying elements, such as verbal notes, which enhance cargo safety.

This decision on this mode of transportation has been taken since the tendering procedure for postal services is in the phase of complaints, which has made contract signing impossible with the winning economic operator.

The CEC explains that, in addition to this change, all other procedures for attracting CEC postal remittances and sending election materials to diplomatic representation will be conducted according to earlier planned CEC approved.
