Vlora Airport case: Behgjet Pacolli is reported to be among the people under investigation by the Prosecutor.

The newspaper reports that Cela presented herself today to the Tirana Prosecution, issued statements and later signed her resignation as manager of Pacolli-owned company. The charge includes fraud with serious consequences, computer fraud and forged documents/acts.

The Tirana prosecution has structured a group of prosecutors for investigating the Vlora airport issue. The investigation has been recorded for three individuals: businessman Behgjet Pacolli and Brother Emin Pacolli, as well as citizen Nelson Cela, manager of the mother company in Switzerland Mabco Construction S.A. Citizens Nelson Cela was summoned to the Tirana Prosecution this morning; he issued a deposit, while in turn signed the resignation as manager of the company owned by Pacolli. All three are officially under investigation for fraud with serious consequences, computer fraud, as well as forging documents and acts.

Criminal proceedings against Mr. Pacolli and the other two hold no. 64/06 and started in September, after a valid cover was set in motion by partner intelligent services; a member of the investigative structure is believed to have received “cleence” from the FBI.

This story, seen as corrupt clashes ( Balluku '%Pacolli), carries an even stronger concern than corruption, as there are indicators that Pacolli is negotiating too far to establish the collateral airport in Vlora. His actions have left a mark near Astana, Kazakhstan.

The concern is that the corrupt acrobatics of Tirana officials have taken the game far beyond corruption: Vlora Airport is the logistics strategic capacity in the Mediterranean, while the way Pacolli has acted has raised concerns that he may be creating corridors for Russian strategic interests in Albania.

But let's start this story all over again.

On a beautiful day, Behgjet Pacolli was photographed as unwittingly in the prime minister's aval. Speculation went so far as part of the media reported that he could be Rama's candidate for ministerial posts.

In fact, not only was it not, but that photo “was accidentally” called for Rama to fire after a very tense conversation with Pacolli at the prime minister's office.

At this meeting, Mr. Pacolli made an unimaginable move, he declared to the prime minister:

I'm going to hold 98 percent of the airport's shares and have no knowledge of the masquerades my administrator made Valon Luka with your officials. Forty percent of the Turkish company that left, I have purchased by contract and have no obligations to anyone. Valon Luka will be my manager, as he and your officials have made this corruption”, learning to say Pacolli to Albania's prime minister, while the latter, at that very moment, realized what trouble he might be in.

The passion for Sunday painting and podcasts hardly allowed Prime Minister Rama time to smell what he had been cooking for months.

Pacolli claims there was a relationship and a corrupt deal between Mrs. Balluk and his former administrator Valon Luka, who Mr. Pacolli says he didn't know anything about, playing a man's card, honest and somewhat naive.

Meanwhile, his concession partner “2A Group” turns out to have invested more than Pacolli, while both received a loan in the amount of 56m euros at the National Trade Bank (BKT).

Between Pacolli Company “Mabco” and partner “2A Imer Pacolli's Group” has several swimming contracts that are referring to the actual passage of the shares, but BKT to this point turns out to be openly supporting Mr. Pacolli's flight and failing to carry out the preliminary procedures that allow the record of previous contracts at QB.

The motives why BKT is so openly supporting Mr. Pacolli are still unknown, but it is a fact that Mr. Pacolli has committed a move that has raised extremely strong suspicions, not for corruption this time, but for inciting Russia's strategic interests to Albania.

It's a logical degradation that has driven American partners.

So suppose a moment for easy reasoning that Mr. Pacolli is an old man, sincere and naive, and that “shirga” Belinda Balluk, along with his former administrator, Valon Luka, has made deals and corruption without this honest man's knowledge.

The question in this scenario is:

Where does Mr. Pacolli find the power to challenge this threatened clan as corrupt in its territory?

If Mr. Pacolli is an ordinary businessman who sees his own affairs, as in naive fashion, how can he go to the prime minister's office (presupposed boss over territory) and not target any negotiations or paths for solutions, but go and put the prime minister before the fact carried out in his territory?

To further abstracte, we are interested in seeing Mr. Pacolli's profile as a businessman. It turns out that from the remote 1997 investigation of former prosecutor Carla Del Ponte, Pacolli led a company with a total of 5 staff at work in Switzerland, his office was smaller than an online portal editorial, but on the other hand at his company “Mabetex” were billed by billions of contracts from Kazakhstan and the Kremlin. Mr. Pacolli's CV stands in no way talking about a businessman who compromises with political power, that if it were any other way, Jelcin's daughter would use Valon Luka's credit card, instead of Behgjet Pacolli.

So we have nothing to do with an older man and a little naive; rather, we have to deal with a businessman who has been formatted and cultivated as a dordolec of politics and power as prestanoms since the first day.

And in terms where a prestanomous businessman and laid out before political power openly challenges a power on his territory, there are only two logical options:

a) Pacolli has gone mad

B) Someone else is protecting Pacolli

Dizziness is usually uninterested in figures and highly connected with emotional or aesthetic aspects. They are almost identical profiles with that of Albania's prime minister.

The pacoll appears too quiet and quiet; He has made no mistake with his own numbers and has experienced emotionally nothing of the embarrassment of introducing his own and the Albanian government, resulting in the conviction that someone else is protecting Pacolli.
