Regarding this development, Eugen Cakoli from the Kosovo Democratic Institute has said votes abroad could affect the final outcome in 15 municipalities.
He in a Facebook post said they could substantially change the fate of Sunday's election race.
“Although they make up only about 1.4% of the total total vote, they could substantially change the fate of the election race.
