KEK gives the company linked to Vetevendosje 6.3m euros for mazut tender amid violations and year-long delays

KEK has taken a year and a week to announce the winner of the grand tender “Fourncing on the fuel fuel for the boils of the Mazut (Feel oil 1.0)”. This tender, with open procedure, was published on January 19, 2024 and resulted in the announcement of the company “EXI-Fis” as the winner, with a value of 6,681,572.14 euros.


Over a year, the tender process has been characterised by company discontent due to KEK's setting criteria, which have required additional clarifications. The tender has even been twice in the Procuring Organisation (OSHP). In one case, KEK had declared the company a winner “X-Fis”, but O panel The EP had demanded that the tender be returned for re-evaluation. Last time, in December of last year, the panel decided that the subject would be restored to reevaluation. Despite that, KEK, after reevaluating, again declared the same company a winner.

It remains to be seen whether there will be other complaints and how O will act The EMS, in case its decision is found to have been ignored. On such occasions, O panel The EPS has authority to withdraw KEK's procurement license and pronounce a fine no less than 5,000 euros for contracting authority.
Because emergencies were created, in this artificial case and caused by themselves, KEK had linked two negotiating contracts with company “Ex” per mazut.
Company “EX-Fis” is a regular contractor to Albin Kurti's party, where party vehicles are supplied with derivatives at its pump points. Vetevendosje Movement spending data for 2020-23, published on the CEC site, shows the party is supplied exclusively from “EXI-Fis”, worth 75,000 euros over those four years, writes Democracy.com.
