At a news conference, police said they had arrested a 15-year-old at his parents' home in the early hours of Saturday over the attack on Solingen, West Germany.
But they added that he is not believed to be the prime suspect.
He said a <x0-minute terrorist” could not be expelled, in part because the attacker did not seem to know his victims.
