According to the CEC, there are 161 thousand of 700 votes more than in the 2021 elections.
“124,366 voters can be considered new voters who, after the local elections, held on the 1710.2021 date, have reached eighteen years of age (18) and will vote for the first time in the Kosovo Assembly for the 2025 Assembly, and citizens who own certificates of the Republic of Kosovo from the Civil State Department's extract: among other things”.

The CEC reviewed and approved the Presidential List of Voters for the Elections for the Assembly of the Republic of Kosovo, which will be held on February 9th 2025.
Voters' preliminary list contains 2,047,148 voters, so 161700 more voters compared to the 2021 local elections held on October 17th 2021.
The number of new voters to vote for the first time in the Kosovo Assembly elections on February 9th 2025 is 209,878 voters, of whom:
124,366 voters can be considered new voters who, after local elections, held on the date 17,10.2021, have reached eighteen years of age (18) will vote for the first time in the Kosovo Assembly elections 2025 and citizens who own certificates of the Republic of Kosovo from the Civil State Department's extract;
85,512 voters can be considered registered for the first time in the Central Civil Register between two sets of elections -- so voters who are equipped with documents from the Republic of Kosovo, voters registered for voting outside Kosovo for 2021 local elections and citizens who own certificates of the Republic of Kosovo from the DRC extract.
