Deputy Justice Minister Gigan Qorrolli says of this provision that if circumstances are created to establish a professional commission for drafting a draft of the Association statute, it will take place in accordance with the constitution.
This requires a national consensus. First, the statute is not a burden only of the Government of Kosovo. Of course, when the time comes, if you ever come, I don't know if there's going to be a professional commission to sit down and write the draft in the best way possible. Of course there must be international expertise, not just local expertise”, the Qorroll points out.
However, the MP The PDK, Enver Hoxhaj, says these are late government efforts and are only taking place to buy time in dialogue.

On the other hand, law and international relations professor Enver Hasani says the government's tendency to establish a draft state for association is inconsistent.
According to him, the procedure for establishing the Association is known and that the government can unilaterally draft the same, but must go through mediators in dialogue and with the reconciliation of the Serbian side.
Not only is it too late but it's also inconsistent. That's not how it works. See it is an obligation and it is correctly known that the obligations of the 2013-2015 agreements were the foundation of the Association, but the content was not known. Mr. Kurti gave him the restraint and turned him into a community of Serb municipalities. He has added to the church element, the Serbian spiritual and historical culture. The procedure is well known. The government forms a commission, it drafts the statute, and all of this goes through mediators with reconciliation with the Serbian side. So unilateral as it is presented means that it is against the letter these have taken before they are accepted into the Council of Europe”, Hasani declares.
Last month, the Minister for Community and Return, Nenad Rassic, told Kosovo Press, that he is willing to be involved in drafting a draft status candidate for association.
Willingness for drafting a draft of Association and sending it to the Constitutional Court has also given Foreign and Diasporas Minister Donika Grovall as proof of the guarantee of going further to Kosovo's membership in the Council of Europe.
