Government officials insist that the draft Association proposed by the European Union be sent to the Venice Commission for assessment.
Three days before the Kurti-Vucciq meeting in Brussels, executives say that EU foreign policy senior representative Josep Borrell or dialogue emissary Miroslav Lajcak can submit the draft for advisory opinion in Venice, so that, in addition to content, he can get an official form. Meanwhile, the government's application to the EU, which draft the proposed Association statute for Kosovo to send to Venice, also welcome political analysts, but underline the need for Kosovo to fulfil obligations from international agreements on Association.
Deputy Justice Minister Gigan Qorrolli says of Kosovo Press, that the EU and Lajcak should legalise the draft-staut for establishing the Association of Major Serb municipalities in Kosovo. He adds that, in the current form as a non-paper after a signing, logo, as well as split from the Brussels and Ohrid agreement, the government is unable to submit to the Constitutional Court.
“Since the European Union is insisting and officially they are not depositing the draft state in Kosovo institutions. It has a content, but there is no form in order for it to be (signed) by the Constitutional Court tomorrow... European Union institutions, in this case Mr. Lajcak or Borrell and mechanisms forward them to the Venice Commission”, he says.
Political analyst Dorajet Imeri says of Kosova Prees, that to get out of the current stalemate in dialogue and to try to get an Asociicion theme solution, it would be good for the EU to send the draft Kosovo Association proposed to Venice.
“Sending the draft Association of Serb majority municipalities to the Venice Commission if it is practically accepted according to applicable norms. It would be good to give a more critical dimension to the contents of this document”, he points out.
However, European integration connoisseur, Drita Arifi, claims the EU, has no obligation to send the draft Association to Venice.
According to him, establishing association is a Kosovo obligation, so Arifi considers such demands more electoral than rational.
The European Union has no obligation to send anything anywhere. At the end of the day it is an obligation of our international obligation that we must fulfill. How we will implement and when it is the Kosovo issue, but the EU has no obligation to send it anywhere. It's more of an election norm than it has a rationality”, he declares.
The Kosovo government refuses to constitutionally submit the EU draft for association by asking the EU to send that draft to the Venice Commission.
Prime Minister Albin Kurti will meet with Serbia's president, Aleksandar Vuciq, in Brussels on 26 June, where the main theme will be implementation of the Brussels agreement and the Ohrid annex. /xp
