The removal of <x0);radial” of the measures imposed before a year is said to be a compromise of the European Union member states after they have not all agreed that Kosovo has largely met the requirements set by the European Union.
Representatives of EU member states have discussed lifting measures towards Kosovo on Wednesday on the EU's Committee for Policy and Security, where the ambassadors of member states are.
Basic for discussion has been EU High Representative's report of foreign policy and security Josep Borrell delivered just a day before this meeting.
“Considering Kosovo's steps towards meeting EU requirements, expressed in the June 3rd 2023 statement, the High Representative recommends that the Council take the stance to withdraw measures towards Kosovo, while already respecting institutional preparations. The Council's decision would be a political signal contributing to the balanced context in which the Belgrade-Pristina dialogue, facilitated by the EU, could advance. Kosovo is expected to seize this opportunity to act de-scalingly and avoid uncoordinated actions“reported in Borrell's report.
According to diplomatic sources from the EU “the executions have been very difficult and there have been major differences in attitudes among member states”.
“Diku one-third of member states have wanted the measures to be removed overall. But a third of the member states have disagreed. The reason they have mentioned is that Kosovo has not fully met all requirements set by the European Union”, a diplomatic source in the EU has told Time.
It is now expected that the European Foreign Action Service (EEASS) will prepare a declaration with which to communicate the steps it will take towards gradually removing measures against Kosovo. This is expected to happen, possibly by Monday.
The suspension of financial means from the IPA (first membership funds) is cited as a first step, while other steps would follow later.
