Laker: I've been asked to continue work as an emissary and a little bit, I'm convinced that the Association will be done.

Although various names have been mentioned to follow in the position of the special emissary for the Kosovo-Serbia dialogue, Miroslav Lajcak, has indicated that he has been asked to stay a little longer in his position. In an interview for Kosovo Online, Lajcak has said he has been asked to stay a little longer in the position of emissary and that his work continues. Lajcak has cited his visit to Serbia and Kosovo and has said the focus will be unblocking the implementation of the Agreement on the Road to Normalisation.
I've been asked to stay a little longer at work, so my work continues. He will visit Kosovo and Serbia this week to discuss the work programme for the coming period, and the focus will be unblocking the implementation of the Road to Normalisation”, Lajcak has said.
The Slovak emissary has expressed his conviction that the agreement will eventually be implemented, but says questions about how and when they are key to Kosovo and Serbia to respond. Lajcak has said he will continue working until the end of the mandate for something like this to happen.
The Slovak Emisar has specified that neither Kosovo nor Serbia can become EU members before this agreement is finalised.
Lajcak in this interview has also spoken about the issue of Association and Drift delivered by himself. The EU's Emisari has said that the question about implementation belongs to the Government of Kosovo until it added that it sees no reason not to move forward, especially after the presentation of the EU's Drift, which Lajcak points out has worked very carefully and with the support of Germany, Italy, France and the US.
Lajcak has expressed his conviction that the EU's draft is in line with the constitutional order of the Republic of Kosovo, until he cites the possibility of being sent to the Constitutional Court as a guarantee of respect for the Constitution of the Republic of Kosovo.
I am convinced that the European draft status reform fully respects Kosovo's judicial order. We've considered the more red lines of both sides. It is a European way to address the sensitive issue of minority rights and protection and reflects the best European practices. That is why I would argue that what works for EU member states and the Council of Europe -- two international organisations in which Kosovo wants to membership -- must be acceptable to the Government of Kosovo. Furthermore, the procedure envisioned in the 2013 and 2015 agreements contains two “security checks” regarding the constitutionality of the Society's/Asciation decrees a security brake, if you wish. After harmonisation in the context of dialogue, where the government first declares, the Statti will refer to the Constitutional Court of Kosovo for review, which means the word also has the Guardian of the Constitution of Kosovo. So I ask you what could go wrong? How can it be harmful or dangerous to Kosovo if the final word for the Constitutional Court has it?”, Lajcak has said.
Sllaku says he is convinced that association will eventually be established, since Kosovo is obliged to do so under international law. He says the government cannot be avoided indefinitely for fulfilling such an obligation.
“also, I am convinced that eventually the association will be established because Kosovo is obliged to do so under international law. The government cannot forever avoid fulfilling this obligation. It is a duty that the then government had voluntarily received in 2013. The 2013 Brussels Agreement has also been ratified by the Kosovo Assembly by a two-thirds majority. Even the international community sees (not) the deepening of association as the issue of rule of law and has reacted in line with the circumstances of Kosovo's application for membership in the Council of Europe. Without neglecting other obligations within the dialogue, the issue of association is greater than a “simple” obligation from the dialogue. It reflects the government's approach to protecting human rights, the rights of non-US communities and rule of law”, Lajcak has said. /Express/
