IKD cites a sexist Bislimi statement

The Kosovo Institute for Justice (IKD) in presenting the subject report “The Codi of Bringing MPs” has indicated that the draft code proposed by the Commission for Legislation fails to establish political will and actions, for achieving and raising ethical standards. According to the IKD, it focuses exclusively on regulating the bringing of MPs between the exclusive and financial sanctions which constitute weakening.

High Researcher of IKD, Naim Jakaj, has said that the Commission for Legissation has failed to send it, and it drafts into the plenary session of the Code of Conduct, even though there has been enough time for a year and nine months to draft this code.

The “Assembly in this legislature, but even in the past legislature, is facing and still facing the use of non-relative, non-gender, sexist, racist, homophobic language, and we have had the occasion when the use of physical violence between MPs and the government cabinet with MPs has emerged. The Commission for Legislation has recommended to the Kosovo Assembly the adoption of the MP's Code of Conduct. It aims to set principles, define unacceptable behavior, describe punitive measures, and form an Ethics Council for application of this code. Although there was enough time for a year and nine months to draft a code in accordance with the Constitution, the rule of the Parliament and international standards, the Commission for Legislation failed to submit and draft it in the plenary session of the Code of Conduct in accordance with the documents cited...2:44 He has asked the Speaker of the Parliament and MPs to withdraw such a code from the plenary hearing, make changes in accordance with our comments, and then bring him to the adoption”, Jakaj said.

He has added that the MP's code of conduct is aimed at creating political culture given the correctness, transparency and honesty, which this Code Proposed by the Commission for Legislation does not target.

“It (Codi) focuses exclusively on regulating the bringing of deputies between the exclusive and financial sanctions that constitute weakening democracy to the representatives, the restrictions that have been imposed through this code reflected by violating citizen representation through the deputies they have elected. Disfellowshipping deputies from the next 3 plenary sessions is contrary to the Parliament's regulation. According to her, the MP may leave the hearing in which he commits violations, but not at the next hearings...4:17. Suspending and exclusion from the next sessions could result in abuse by the parliamentary majority to oust opposition MPs and distort the natural majority”, he added.

The IKD proposes that the composition of the Ethics Council be equal between the majority and the opposition.

“The Assembly should include international values and standards, which should be reflected in the daily work of MPs. They should see the principles of the Code as positive and non-binding aspects, which the draft current code cannot do. The proposed draft code does not allow MPs to object to the majority's decision in written format or to give competitive opinions when agreeing to the vote, but not to the given reasoning... The IKD proposes that the composition of the Ethics Council be equal between the majority and opposition”, Jakaj stressed.

The IKD has cited several cases of parliamentary language in the Parliament, of which was from Deputy Prime Minister Besnik Beslim, who has used sextistic language, the July 23rd session, by an LDK deputy to the chairman of the Commission for Legislation and in symbolic opposition shares.
