Serwer: Trust lacking in Kurti's EU report

Key EU states, which are involved in the process of dialogue facilitated by Brussels, have been steadfast in conditioning them that Kosovo must make tangible progress in establishing the Serbian Majority Commission Association if official Pristina wants to gain support for membership in [...]
But what it means for credibility between Kosovo and the allies is such a conditional report, where letters with signatures and vows are more performed by internationals.
This is what American professor and analyst Daniel Serwer talked about. He has said that with the Kosovo prime minister's report with Europeans and Americans, there is a lack of trust and effectiveness.
Serwer says it is a very serious mistake that Americans and Europeans insist on establishing the Association of Serb-based municipalities, as it is Belgrade's top priority in dialogue and in the meantime Kosovo benefits nothing.
All concerned should reread the 2013 Brussels agreement, which requires not only association but also recognition from Belgrade and the validity of the Kosovo Constitution throughout its territory, the participation of Serbs in Kosovo institutions and the non-interference of Kosovo's path towards the EU. Belgrade has not met the” of these requirements, Serwer has told Express.
Asked if you think Kosovo will ever implement the EU's Draft, since Kurti was willing to fail to membership in the KiE and not lead to Constitutional, Cerwer says he sees the way ahead for association without at least the de facto recognition of Kosovo from Serbia.
I don't see how the association can move forward without de facto recognition if not the de jure of Kosovo from Serbia”, the software has managed.
Serwer has also spoken of the last-minute offer made by Chief Diplomat Donika Grovalla for Association with the aim of receiving ally support for the KiE and not co-ordinating with Kosovo president. The American professor says the co-ordination issue is a work for those involved, and adds that he thinks Kosovo should prepare a draft that he would consider acceptable, provided Belgrade meets the obligations of the 2013 Brussels Agreement.
“I think that Kosovo should prepare a draft that it would consider acceptable, provided Belgrade fulfils its obligations under the 2013 Brussels Agreement<18x1>, has launched the Serwer.
After conditioning for the KiE failed, Cerer says the only way to convince Kosovo to move forward with the establishment of the Association is to convince Belgrade to fulfil its obligations.
Serwer, questioned if not to establish Association will create room for restoring the idea of correcting borders in case of a potential return of former President Trump to the White House, says that with or without association, the idea of exchange of territories will be restored again if Trump re-elected president.
I have no doubt that the idea of land swaps will be born again if Trump is re-elected, whether there are steps towards association”, the Serwer has ended.
