There is still no update on the status of those on board, the report follows.
State television has said the incident occurred near Jolfas, the border town with the state of Azerbaijan, about 600km northwest of the Iranian capital, Tehran.
In that area it was reported on torrential rains and strong wind.
Reis has been in Azerbaijan on Sunday to open a dam, along with Azerbaijann President Ilham Aliyev.
