Minority deputies in the Kosovo Assembly say that, for the time being, no one has been contacted by Prime Minister Albin Kurti or the ruling party, the Vetevendosje Movement, to discuss the date of the new elections, but share different opinions about how they would vote.
The possibility of early elections was currentised on 13 May, when Kurti himself said he is ready to discuss with opposition parties on a possible date.
With criticism of misgovernance, opposition parties have long called for holding new elections.
The current government's mandate ends at the beginning of 2025, but in question is the distribution of the Assembly as the most real “” for holding early elections.
Frame sharing, “
On Kosovo's 120 seat seating, nine seats are owned by the Serbian List; eight Multiethnic Group; five deputies among them a Serb group are without a parliamentary group, while the rest belong to the four largest Albanian parties: 56 Vetevendosje Movement, 18 Democratic Party of Kosovo, 16 Democratic League of Kosovo and eight to the Alliance for the Future of Kosovo.
Asked by Radio Free Europe how he would vote in the event the procedure for the distribution of the Parliament, Serbian List Chairman Zlatko Ellek, says this party still has no stance.
I can't answer that. For such decisions, the Serbian List Chiefship” must take the stance, he says.
Enis Kerwan, head of the Multiethnic Parliamentary Group, says his vote will be for distribution of the Assembly.
But other MPs from this group, besides MP Duda Bale, say they have not yet decided how to act if their vote is required.
If it's a deal and if the majority votes for, I'll vote for”, Bale says to the REL, adding that the Multiethnic Group will hold a meeting Thursday, when even “will be put up for the steps from”.
Erdjan Galushi, from the same group, says the possibility of early elections has become “very rapid development”.
“I hope and believe that even the prime minister will probably call us and, after that, we will be able to come out with a concrete” stance, he says.
Must consider certain factors. We have [the Parliament's] session tomorrow, where there are international agreements, at the moment I don't have a decision”, says MP Fridon Lala of the Multiethnic Group.
New elections could pave the way for the two-thirds distribution motion of the Assembly by vote, by motion for the prime minister's dismissal, or by motion of vote of confidence in the government that the prime minister would seek.
Eugen Cakoli, from the Kosovo Democratic Institute, told the REL earlier that the prime minister's dismissal is less likely.
The most real option in this situation remains the distribution of the” Assembly, he said.
MP without parliamentary group, Hakki Abazi, says about REL will not vote for Kurti's dismissal or distribution of the Assembly.
“There is no reason for parliament to assume responsibility for government failure and failures in Membership in the Council of Europe”, he says.
Kosovo membership in KiE not included in Committee of Ministers agenda
Abazi, who was part of the Vetevendosje Movement, says he will vote against or abstain if there is a motion for the distribution of Kurti's Parliament or dismissal.
“Whatever shortening the mandate would create justification and victimisation for Kurti, and defocus the debate from what should be accountability and measurement of the results”, Abazi says.
The other parliamentary MP without a parliamentary group, Fatmir Humolli, says his vote would be for, if the motion became “due to the failure to implement the [government's] electoral campaign programme.
I'll definitely vote. This government has passed the mandate from the people since the second year of governance”, says Humolli é once part of the Vetevendosje Movement parliamentary group for Radio Free Europe.
Opposition Democratic Party of Kosovo Chairman Memli Krasniqi said on May 13th, after one Meet Kurt, that new elections are necessary.
He said the PDK is ready to find a deal with all parliamentary parties “for a new election date, to distribute the Assembly through a joint motion”.
But, the Democratic League of Kosovo and the Alliance for the Future of Kosovo, two parties as well in opposition, demanded that the distribution of the Parliament precede dismissal or dismissal. Prime Minister Kurti's resignation. The Vetevendosje Movement rejected this option.
Elections, Kurti spoke on Tuesday and Tuesday with leaders of the Guxo and Alternative parties.
For the initiative of the Parliament's distribution procedure, according to Cacol, calling an extraordinary session by at least 40 MPs is required. According to him, reaching at least 80 votes needed for this motion would not be difficult”, if the numbers Vetevendosje has taken into account, PDK and non-Serb minority communities.
