The United States Ambassador to Kosovo, Jeffrey Havenier, has again demanded that the Government of Kosovo postpone the implementation of the Central Bank's regulation.
As he said in Rtv21, with this request, the US and the international partners are not contesting the authority of the Central Bank and the Constitution of Kosovo, but is concerned about how the regulation plans to be implemented after considering certain realities.
Ambassador Havenier:
I think all I can do is talk about the U.S. government request. First of all, let me explain some things. Our request is very clear. We're asking the government, not only me, there are requests from Washington as well, but also my QUINT colleagues have that view, that the government would now have to postpone the implementation of the Central Bank regulation”.
We're looking for this because we believe that the pre-preparative work needed for its successful implementation so that there should be no unjust influence on the vulnerable communities and we're talking about minority communities, we're talking, among other things, about the ethnic Serb community in Kosovo that the work has to be done, which has to be done to avoid its negative impact has not been done. Let me be very clear about this. We do not oppose the Kosovo Constitution. We recognize and respect him. For God's sake, we supported his process and development. We do not oppose Kosovo Central Bank authorities to regulate the financial sector”.
In fact, again, the United States government is proud of the role we have played in supporting the development of Central Bank, Ministry of Finance and other institutions. We welcome Kosovo's efforts, like any other country in the world, to implement regulation, the law, procedures that reduce the possibilities for performing financial crimes, such as money laundering, financing terrorism, such things. So we don't have a philosophical problem with the Central Bank establishing a regulation that would meet these” goals.
” We are concerned that the way this regulation is being implemented or planned to implement does not properly take some realities into account. And these realities that we believe are not adequately taken into account directly affect one of the most sensitive issues in the bilate dialogue... in the Kosovo-Serbia dialogue that we support and that are actions affecting minority communities in Kosovo, especially the Serb community. That's why we're asking”.
