Wisner: Kosovo should make association with very limited responsibilities that would disrupt state function

The American diplomat says Serbia sees more as a way to reduce Kosovo's position as an independent state.
“I believe that the idea of [a majority] Serbian municipalities, working together, co-operating, preserving cultural institutions, is good enough. But, I have never been fully convinced that Serbia views that agreement as part of an independent Kosovo. It more views it as a way to reduce Kosovo's position as an independent state. So the idea in principle remains good, but until I see a greater will of Serbia to live with an independent Kosovo, I do not expect any agreement to function, keep or be successful”, Wisner said.
He has said Kosovo must establish association with very limited competencies so that the state of Kosovo cannot be affected.
I think that Kosovo, for its own reasons, should create an association of Serb majority municipalities, with very limited responsibilities in culture, education, taxes and such things, but that there is no sovereign status that would undermine the functioning of the state of Kosovo”, Wisner has said.
