Hoti: Serbia does not want implementation of declaration of disappearances

The head of the Government Commission for Missing Persons, Andy Hoti, has said Serbia is not willing to implement the declaration on missing persons, not Kosovo, which, as he points out, has only started implementing this unilateral statement.

Hoti's reaction, followed the statement by spokesman Peter Stano, who has said the implementation of the Declaration of Extinction would occur only when the parties agree on the joint Commission.

The head of the Government Commission for Missing Persons, Andy Hoti, said the joint Commission was not formed due to a draft that had to be formed whose Serbia is trying to attach an annex paper under which the UNMIK will be part of Kosovo and where the power of the joint Commission is depreciated.

Serbia has sent additional comments because it attempts into any form of procrastination that doesn't start the implementation of the declaration that should be monitored by the EU. ... We are now in this new situation when Serbia has demanded in a form that the joint commission should not then have the power for what we have gone to the EU. We have gone there that the EU oversees our work... and interfered with our work when we disagree. Meanwhile, it (Serbia) is now saying that on the basis of an annex paper that they are willing to form, they stress that the joint commission does not replace or have a more powerful role than those they have had so far. And what's heavy for us, despite that this draft is not final that they are trying to stress again that UNMIK will be part of Kosovo. They just don't want to make a statement, but they want us back before declaring independence, it's absurd.

He said they are pending the EU on how to deal with the issue and that addressing the issue of the missing will also call again at the 17 December meeting of the chief negotiators in Brussels.

“Lacak has sent us a draft of this and based on this draft U n NIMK will be part of us. We have also sent our comments to the recent meeting of chief negotiators in Brussels and are waiting for what will happen and how the EU will intervene in the elimination because this document has to be eliminated... Like Andy, I'm disappointed with the EU. The very fact that you are accepting this document that is dismissing the role of the EU is a despair”, Hoti said.

Hoti added that the international factor should condition Serbia in any form for opening archives.

He made it known that currently excavations for the missing are taking place only at Prizren Corisha, and that only this year in Kosovo have over 20 locations been addressed.

According to him, excavations in Serbia have been zero until it adds that they have called for the return to Batajnica because they have doubts about finding over 80 people but have still received a positive response from Serbia.
