O'Brien: Important to establish association as soon as possible, draft is submitted to Constitutional

Also, he said the Statut draft should be passed to the Constitutional Court, but also have a broader discussion for Serbs in Kosovo to integrate both south and north
“Even Association is an important step, it is important to make progress even before Association is formed. It's important that people live normally and we work for all of this at the same time. There have been commitments since 2015, when it was first signed. I can't promise a deadline, but the most important thing is for Serbs to live as normal European citizens”, O'Brien said.
He added that the United States of America is not the place for conversation between the two sides, but that they are very active on the ground.
It is important to protect citizens of all nationalities”, he said.
He said the goal is to discuss practical issues. It means how to speed up the flow of goods, so it's in everyone's interest to open border crossings and the first subject from Serbia to enter Kosovo.
“Opening border points is a success”, the US official said.
O'Brien praised the government and the fact that it does not co-ordinate its movements with the US as the Kosovo Government's desire to show their power, by doing less for the people.
There are consequences for this. The largest was when major countries in Europe did not allow Kosovo to join the Council of Europe. All because there is no co-ordination”, O'Brien said.
He added that he would not insist on sanctions against Kosovo. As he said, because they apply when it comes to corruption or human rights protection.
