Ulutash has mentioned that KFOR fully supports dialogue between Kosovo and Serbia, as the only platform for resolving all differences between the two sides.
He is honoured with medals for his commitment to this, and other NATO missions.
Top state leaders have attended the ceremony, including Kosovo President Vjosa Osmani and Prime Minister Albin Kurti.
Osmani has said the people and Kosovo institutions will work closely with KFOR and international partners to ensure security for its citizens.

She has talked about the various security challenges Kosovo has experienced in the past 25 years, isolating last year's attack on Banjska, in northern Kosovo.
In that attack carried out by a Serb group, which Kosovo considers terrorist and blames the state of Serbia, Sergeant Africa Bulnjak has been killed.
In exchange for the fire, three Serb attackers were later killed.
The responsibility for the attack has been taken over by former Serbian List Deputy Chairman Milan Radojic.
Kosovo authorities have filed charges against him and dozens of other people, believed to be at large in Serbia. Three of them are arrested in Kosovo.
