Part of Prime Minister Rama's speech, transliterated Periscopi:
For the first time and at least in the last 10 years, Albania did not comply with a European Union foreign policy statement.
This fact has caused an understandable confusion when we have conveyed to Brussels as a position of Albania, as we have tried since early morning, before the failure of the declaration to reflect dramatic developments in recent days, namely, the murder of Kosovo police effective as well as the proclamation of national mourning in Belgrade to kill in the Kosovo police operation.
Friends in Brussels have explained that something like this was not possible, since the statement that was released yesterday was confirmed by the bloc of EU member states, of the September 20th public stance by European diplomacy chief Borell after the 14th failed meeting between the leaders of Serbia and Kosovo in Brooksle.
We have no requests in our own statement, which according to us stand completely and Kosovo should reflect on the normalisation dialogue, but we have stressed the necessity according to us, that the publication of this declaration should be done simultaneously or at least be followed by a second statement on the inlerable developments that I just mentioned.
We were told that this is not possible immediately and that the critical declaration to Kosovo had received the support of all member states according to their procedure, and Albania was required to line up with it, as in all recent years.
Our response was negative, not welcomed by Brussels. We're sorry about that, but our attitude doesn't change.
We are ready to line up once the declaration is issued that we expect and believe not only us, of Serbia's actions and inactions. This attitude has to do with the total imbalance yesterday's statement creates in these dramatic moments, when the situation can deteriorate from day to day, from hour to hour.
Today, I have come out to express serious concern as never before in these 10 years for the high risk of the situation in northern Kosovo.
We also listened very carefully to the proposal of Brussels' spokesman, who said there could be another statement without waiting for the results of an investigation into how Banjska's event has turned out.
If Serbia had minimally distanced itself from the criminal group that claimed Kosovo's effectiveness and demanded a serious investigation.
Serbia chose honour for those killed by Kosovo special forces, proclaiming days of mourning.
What investigation awaits the EU. From who? From the authorities in Kosovo? Even that would agree, but we did not hear from the EU spokesman. He did not say he would accept the results of the attack party.
Are the EU investigating independently? That too would be acceptable, but we are not seeing that.
It must be the unequivocal punishment of the police's effective murder of a criminal act and the punishment of an absurd act in Serbia for days of mourning. ) / PERISCOP
