Education Minister Arberie Nagavci has acknowledged that it would be better for parents to have been notified earlier of changes in the purchase of books for students from class I to IX this school year.
The education ministry's decision that parents buy their children's own books and then be repaid has sparked numerous reactions to the opinion in recent days. The opposition has considered the Government's failure to ensure books for students, while power has been argued it is halting abuses.
Nagavci in an interview at “Confront” has said the decision is one of several actions he says have taken as minister for improving the quality of textbooks.
The “Decision has not been unintelligent, unanticipated and is taken at a moment that is considered necessary. I would like to mention, although the debate has aroused, is one of several actions we've taken in relation to improving the quality of textbooks. It would be better for parents to have been notified earlier”, Nagavci said, arguing that even in previous years there has been a lack of certain texts.
The education minister has said the decision to buy books in this form has come to increase transparency and carefully manage the state budget, until she has mentioned some of the abuses she says have emerged from the audience's report.
The “in past years has been abused by the distribution of books. These two years of government, we have seen various cases of error and abuse. I can't generalize all the cases. It was the distribution of a package for pre-new children. The price of the package has been 19.20 euros, costing the budget 500 thousand euros a year. And there were reports that these packages were not even used. I'm referring to an email from 2020. We haven't distributed these packages in two years of our government”, Nagavci said.
According to the minister, texts beyond the need in the past years have also been brought to various schools, while promising that with the school textbooks bill, all shortcomings will be regulated.
“The school textbooks bill is very flawed, leaves room for misunderstandings and abuses. It has been in every government, but it has never been finalised due to interventions by interest groups. The bill is now in the Assembly, and I expect it to be treated with priority”, she has declared.
Nagavci has said that by noon today there have been 166,627 applications on the e-cosova platform for repaying payments for book purchase. 130 thousand payments have been processed.
