Borell: Kosovo, Serbia are in serious violation of their obligations and promises in dialogue

According to him, implementation of the most basic agreement provisions has not yet begun and that Kosovo and Serbia are in serious violation of their obligations in dialogue and their promises.

“They (paths) have agreed to implement (the agreement) in trust and without obstacles/blocking. Six months later, only three elements have been addressed: statements about missing persons, community management presentation for association, and calls for the joint monitoring committee, but implementation of the most substantial points has yet to begin.
