Abraham for the Torah: Instead of co-operation between municipalities and the central level, he deals with Facebook status by insulting

The director of the Kosovo Commission Association, Sazan Ibrahimi, has indicated that the AKK has welcomed the Constitutional Court's decision to suspend the 100-euro pardon for property tax. “The AKK has welcomed this decision and we have been almost certain in this Constitutional Court decision to suspend [the] implementation.
The director of the Kosovo Commission Association, Sazan Ibrahimi, has indicated that the AKK has welcomed the Constitutional Court's decision to suspend the 100-euro pardon for property tax.
“The AKK has welcomed this decision and we have been almost certain in this Constitutional Court decision to suspend implementation of Article 5 of the new real estate tax law. We've welcomed, because otherwise municipalities will lose about 30m euros, and these financial means the central level hadn't even been intended to compensate or support municipalities”, Ibrahim said.
On the other hand, he has stressed that the central “union is making arbitrary decisions, without any consultation with key heedars, and the minister Murati has made decisions with technical groups, without consulting the mayors of municipalities or with municipal directors of finance or with the Association of Kosovo municipalities, as the legitimate representative of local authorities in the Republic of Kosovo. Instead of the Minister Murati considering establishing interilateral co-operation between municipalities and the central level, he deals with Facebook status by insulting, denigrating mayors and municipalities in general”.
Among other things, AKK chairman Sahan Ibrahimi has called on Minister Murati to co-operate with municipalities and consult in order to build better communication bridges and reports between the central and local levels.
“has taken hypocritical action, then municipal actions as far as the Constitutional Court is concerned are futile, taking the role of judges in that sense, and the appeal of the AKK is that the Ministry of Finance, led by the Minister Murati, instead of making these statuss on Facebook, it is good to consult municipalities, build communication and trust bridge<1>, he follows.
He has said that “we deeply regret that property tax bills were raised by the Ministry of Finance at the beginning of this year, when they surrendered to citizens, we know that property tax bills in some cases have doubled and tripled, and these have become other actions which he has undertaken by Minister Murati”.
As a result, this forced us as the AKK, so that the subject through Prizren's municipality would be sent to the Constitutional Court, and yesterday we came before a decision that is welcome. We are hoping that a positive or pro-communal decision will happen at the end of November”, Ibrahim stressed.
Even before the citizen, the institutions of the Republic of Kosovo are going to complain in the institutions of justice, but it is better to co-operate from the very beginning in drafting legal and underground acts that affect municipalities, than to come to this situation”, he follows.
Among other things, he has made it known that dozens of requests were addressed by the mayors of the municipalities Minister Murati, but “we have no return to response”.
The Constitutional Court has made a decision to suspend this article until the final decision is reached, even three municipalities (Drenasi, Gracanica and Obilics), which have made such decisions, I don't believe they can apply until the final solution is found, or until we come to the final verdict of the Constitutional Court, which has been promised to occur at the end of November of this year”, has ended Ibrahim.
Otherwise, the property tax law went into effect on August 14th.
Earlier this year, Finance, Labour and Transfers Minister Iron Murati stated that on the basis of legal changes, 85 percent of taxpayers would pay nothing for 2023, another 10 percent would pay less than 100 euros, and only 5 percent of taxpayers would pay more than 100 euros.
But the decision to pardon property taxes followed the increase of this tax in 2023. The increase was triggered after the overall assessment of the inhabited lands and objects the Ministry of Finance made last year.
