Her speech even sparked reactions by US and EU representatives at this forum, Gabriel Escobar and Miroslav Lajcak.
At the introduction of her speech, Gervala said Kosovo is unique because 90% of its population are supporters of the EU and NATO.
She also cited achievement in terms of the anticorruption index, saying Kosovo has risen to 20 positions in the past two years.
From 40% in 2021 to 80% in 2023, our citizens say and feel that they live under law rule. You haven't heard much about it, but we're doing our job, supporting rule of law. And I think we should do more about rule of law, not talk about it” she said.
“
In addition, Gervala said the fundamental question that should be asked, according to her, is whether the European Union can guarantee the security of peace in Europe. She said that according to her assessment, the EU cannot.
Gervala said the EU without America and NATO is a paper player in security terms.
“Arsyet is visible. Because there is no political will. There are many similarities in this community and without the United States and NATO, the European Union is a tiger of paper in security terms” Gervala said.
According to her, there is no new position of Western European powers and it is similar to that in 2014, 1991 or 1999.
There is no success story in Europe to try to prevent any war. What we're saying is it takes a new strategy and new people to find a better way. Unlike others, we are not trying to use the European Union as money bands. We are more for European values than for European money” said Gervala at the forum.
But statements by Minister Gervala prompted Miroslav Lajcak's reaction, which said that even though the European Union is far from perfect, according to him, it is the best community Europe can have.
Lajcak said there is no community in the world, which has provided more political stability, economic development and social cohesion.
“So I think EU entry is the achievement and dream of the countries knocking on the doors of the EU” he said.
On the other hand, Lajcak said that the Western Balkans since 20 years ago are promised to join the European Union, but according to him, the results are far from ideal and expectations.
Over these 20 years, only Croatia has joined the EU, and the enlargement process has lost dynamics and energy. Obviously something must be done. I would ironly say that Russian aggression in Ukraine has brought positive effect and understanding on the EU side, we have unfinished business in the Balkans and we must be serious. Enlargement has returned to the game, enlargement has become the focus of attention, and the EU realizes that without full membership of partners in the Western Balkans, Europe will not be complete, will not be free and will not be global player, as Lajcak said it would be”.

On the other hand, US Special Envoy for the Western Balkans Gabriel Escobar said that US politics in the Balkans has been consistent since the 1990s.
He said their policy is based on some pillars, and one of them is European integration. And here, Escobar said, there are some differences with the Kosovo side.
I'm sorry to distinguish here with my colleague from Kosovo, but everything positive that happened in the Balkans in recent generations has been a combination of the EU and the US. Integration is the highest aspirations for the region, they are European, historically, financially, culturally they must be part of uklub. Any state joining the EU will be more democratic, stable and more successful” He said Escobar in this Forum.
According to him, although some argue that the European Union has failed, enlargement has been one of the most positive developments in this generation.
On the other hand, Escobar also received criticism from the leadership of several Balkan states but did not mention names.
He said some countries continue to have leadership that believe populism, nationalism and ethnic rivalry are the way ahead.
It looks like the region is divided into two tracks. One track is for those in NATO and more stable and certainly on the road to European integration. And the other lead is for those who are consuming the attention and resources of the rest of the region, who are struggling with their own challenges. The difference is that the countries that are in NATO have made great progress, which have overcome ethnic challenges. And others who continue to have leadership who believe that populism and nationalism and ethnic rivalry are the way ahead, are the ones that have the most challenges” Escobar said at the end.
On the other hand, Gervala's speech prompted reactions in Kosovo.
Democratic Party of Kosovo Vice President Vlora Citaku has considered Kosovo Foreign Minister Donika Grovall's statement irresponsible and ignorant.
And LDK spokeswoman Sbel Halimi has named Kosovo's diplomatic situation miserable and dangerous.
