Members of the “Civil Protection” have received salaries over the entire year from the state budget, without performing any single jobs.
This clue, for members of the organisation that the government listed among those terrorists, along with “North Brigade”, is included in the report of the National Auditor Office for the Ministry of Internal Affairs.
In total, there are over 80 members of this formation, counted in two ministries.
In the ministry that leads him, Xhelal Sfechla, there are 20 employees of the Serb community who are also members of the Civil Protection “”, which no one knows their obligations to the ministry.
“Find Article 8 of Adjust (QRK) No.12/20 for the Labor Hour and Officials Breaks, stipulates that “during working hours all public officials are obliged to be at work. Each public official is recorded in the book of Lifeline at work or in the electronic registry“. Based on government decision No.06/39 i d. 22.07.2015, former MAP, was obliged to accommodate 20 employees of the Serb community, members of the so-called civil protection structure. According to confirmations from ministry officials, these employees have no specific work space and do not develop any activity in the ministry. The budget spent on their wages for 2022 was 101.474. This phenomenon continues to be present over the years, even though it is constantly reported in our auditing reports”, it says the wage compensation without the follow-up on page 8.
The largest number of employees, therefore the largest wage expenses, are in the Ministry of Environment.
“According to Article 8 of regulation (QRK) No.12/20 for Labor Hour and Officials Breaks” determines that “during working hours all public officials are obliged to be at work. Each public official is written in the book of Lifeline at work or in the electronic registry“. Also, Article 43.2 of Law No. 06/L 114 for public official points out that “assessment of results at work is based on individually defined targets for the estimated employee, in line with the relevant working description and objectives of the entity or institution”. By Decision No. 06/39 on 22.07.2015, the Government of Kosovo has approved the agreed conclusions of the Brussels Agreement for normalising relations between the Republic of Kosovo and the Republic of Serbia for the integration of personnel from the former “Civil Minister”. Under this integration agreement, 64 employees of the Serb community who receive regular salaries are employed in the MMPHI. According to confirmations by ministry officials, these employees have no specific work space, no defined objectives, and no activity in the ministry. The budget spent on their wages for 2022 was $33,899. This phenomenon has been present for years, even though it is constantly being reported in our audit reports. The ministry has not yet managed to take concrete measures in the systeming, engagement and monitoring of this category of employees”, the audit report said further. MMPHI page 9.
These two reports mention that the ministries have not yet managed to take steps on this issue, which is constantly highlighted in audit reports.
The immediate action company, for these employed, finds it necessary by the FOL Movement, which says it is only damaging the state budget.
And until the government itself has declared it to be a terrorist organization and in the audit reports it turns out that they were members of that organization, it seems to me that the last time this issue has to be addressed and that it doesn't go on because it's really discriminated against other workers, except that it also damages the state budget by paying persons without even working at a certain point, it has clarified the FOL Movement Director.
Regarding the findings and whether there will be any solution to that, neither ministries have responded, as has the Kosovo government.
One such problem was that of the Ministry of Education, with 32 workers who had not gone to work, but since half last year, after the ministry's warnings that were to be denied wages, the same had decided to go to work.
Since 2015, Kosovo has paid over 190 Serbian citizens, who are employed in public institutions, but who have never been to their jobs. / RTV Dukagini.
