State Lawyers Risk Politicalisation

About 145m euros are estimated to have saved the state of Kosovo, state lawyers.

Justice Minister Albulen Haxhiu has published this figure, which has stressed that they intend to strengthen this state body.

However, with the bill voted for Kosovo's representation in judicial and arbitration procedures, lawyer Yll Zekij estimates that state lawyers risk becoming political.

“Now state lawyers will be political appointed. So, under this bill, state lawyers will be appointed and dismissed directly by the justice minister, and that leaves doubt that in these positions, both now and in the future, we will have persons who will be close to policy”, Zekij said.

Besides this bill, former state attorney Sami Istrefi says the government should meet several more laws.

There are other mechanisms that need to be prepared, such as the Foreign Investment Law. This law must be met and changed for the fact that anyone who has a foreign passport can sue Kosovo in international arbitration”, Istrefi has said.

With the new bill, Kosovo must have no less than ten state lawyers.

Istrefi, who has led this lawyer, says that wages are also another problem.

“Considering even the people who engage in it, what are the conditions in which they will work. If we look at wages, it's low wages. Therefore, to defend an international arbitration that may have a lawsuit around 10, 20, 50, or 100m, with a salary of 700-800 euros is impossible to go experts, or to be a strong expertise there”, Istrefi added.

The bill also aims at regulating the legal status of the municipality's attorney, which will address cases when municipal conflict is at the sum level of up to 200 thousand euros. /Rtv Dukajini
