The Problem North Even for Population Recording

Kosovo's Statistics Agency has indicated that the census -- unlike other municipalities in the country -- will be a challenge in the northern part of Kosovo, due to the resignation of the heads of four municipalities. Head-in-chief Ilir Berisha's duty until showing the progress of the population registration process, stresses that because of the resignation of the heads of four municipalities in the north, no proposals have been made to the members of the long-term commission, and this has failed to establish municipal commissions which under the Law must be active six months before the registration date.
The mayors of four northern municipalities had resigned in November 2022, until elections in these municipalities had been postponed until April of this year, and the new mayors have not yet sworn in.
“Amateurly, ASC has carried out all activities, but the situation in Kosovo's four northern municipalities has led us to adopt the Law for Population Recording, as six months before the census date, the mayor of the municipality has to make the proposal of members of the municipal registration commission, as the mayors of municipalities have resigned earlier in these four municipalities and are not long-standing proposals to comply with the law for the population registration of”, says Berisha.
Berisha says the law will soon be sent for ambassadorship in order to establish commissions in these four municipalities.
We consider that the law will soon be sent for ratification that will envision cases that are not valid for local elections, because in the law it is envisioned that six months before the census there should be no local elections and central elections, and we had local elections in the four municipalities. Now the law has to be passed that, on the exception of mayors or in cases where any other mayor chooses him, it means in other elections, then there may be exceptions and we will be mandated to comply with the law to establish municipal commissions even in these four Kosovo municipalities that have not yet created them. By contrast, other municipalities the mayors have proposed the commissions, and the chairman of the Central Commission with the decision has founded all commissions for the census”, Berisha says, among other things.
The population registration process is set to begin on 1 September this year, which will last until 16 October.
