NGOs criticise institutions for discriminating persons with special needs

From the executive, they have said that following approval in parliament, a state body will be formed for implementation of this convention. In the discussion, held Monday at the Commission for Human Rights, non-governmental organisations have criticised institutions for discriminating groups of disabled people.
Commission Chairman Duda Balje said they are awaiting an answer from the Constitutional Court for this convention and then be voted in the Parliament.
“Comes to us again in the assembly (after the constitution's decision), with 2/3 of the votes to vote and then the president to sign and be part of the Constitution of the Republic of Kosovo. We've tried to make a group of people who are directly interested and normally we have government representatives Handikos and we have a special guest who is Rector Qreim Qreim, who will give an explanation for the steps we have to take after the approval of the” convention, Balje said.
Members of the Commission for Human Rights along with representatives of these categories have discussed the subject “The setting of priorities which the state must meet following the inclusion of the Convention for the Rights of Persons with Limited Skills, in the” Constitution.
University of Pristina Rector Qerim Qerimi said Kosovo has chosen a good model that includes international human rights instruments in its constitution.
While the director of the Office for Good Governance, Habit Hajredini stressed there must be all involvement of institutions in the process. He added that they would create a state body for co-ordination of this convention.
Sebahete Hajdini Beqiri, who heads the “Doen Kosova” has expressed dissatisfaction with the involvement of all disabled categories.
Rukije Gashi, who is a sign-language performer, has also had criticism for institutions in dealing with deaf people.
In 2008, the Convention on the Rights of Persons with Limited Capacity and its protocol has entered into force, with the aim of promoting, protecting and ensuring that disabled persons enjoy full rights. / KP
