The Commission for Business, Work and Transfer has reviewed the annual Public Procuration Commission Regulatory Report ( For 2022.

Osman Vaj, chairman of the KCPP, said this is the first time this report is being introduced in accordance with law in force.

Avni Sahiti, a member of the KRPP board, who presented this report, said with full responsibility, finds progress and results positive and compatible with the performance plan.

“Report in terms of the legal mandate also contains activities, the main goal is to ensure functioning. As far as monitoring field has been concerned, there has been an expansion to monitoring the contract. The KRrPP has managed to monitor more than 11,000 reports during this time. VV deputy Armend Muja has asked why the contract opening target has not been achieved.

Osman Vaj, chairman of the KCPP, said not all staff uses the fillings, according to him, the number of fillings has decreased in recent years.

“as far as mobile phones are concerned, the staff does not all receive the fillings. I have reduced the number of fillings just for staff not for management”, he said.

MP PDK's Ferat Shala has asked what is happening to the contracts, since, according to him, there is no transparency in them. He cited the contract for software licenses and passport contracts.

“What has changed from previous practices when many contracts have been transparent and now they are not. We have a concrete case -- 16m euros at the Ministry of Internal Affairs for software licenses. Why did this practice change now, 16m euros negotiating, why it wasn't given to others to see those licenses. This field is so open and communicative to the entire globe that someone has been able to apply”.

Why did this happen, in the past this did not happen, there are behind transparency, public calls and gone. Or, the same case is with 4.5 million documents, passports and IDs, why negotiated, what has changed. So, we don't have something special, it hasn't changed anything about passports, it's not about software patents, it's something that's come naturally from the year of its declaration of independence. But why have we now limited this situation, when tens of millions of euros go without transparency and without competition? I'm interested in your” comment, he said.
