So said Chief Prime Minister Glauk Konjufca after the Assembly of the Headship of the Parliament.
Konjufca also expects these changes to the budget law to enable the opposition's approach to the assembly to change.
He stressed that completing the budgetary Law will enable the Treasury to act in the direction of unlocking the means which municipalities claim to be theirs and are even a constitutional right that no one can take in.
“They've set the issue of blocking the municipality's own revenues, and if this is resolved we'll have the much easier job of the Assembly. All this becomes clear Monday morning when the government has its collection and see if it is proceeding with that amendment of the law, from that completion of change, then it will be made possible for the treasure to act towards unlocking those tools that municipalities claim to be theirs and there is one more constitutional right that no one can take in. They're simply trapped because of a way in which an amendment is formulated in the draft budget bill, so if this issue is unblocked we had the promise from the opposition that would change their approach to voting if this issue is resolved by Government”, he said.
Following the legal changes in Government, the Law on the 2023 Budget for Meeting Change is expected to be considered in the Kosovo Assembly.
The demand of municipal mayors is that the inexplicable balances of the municipality's own revenues from the 2022 fiscal year and the preliminary years deposited in the Kosovo Fund and registered in the SIMFK as a budgetary division for a municipality, be divided for the 2023 fiscal year under the Public Finance Management Law's authorisation and approved by the Commission Assembly decision. / Kp
