EU: Kosovo has violated agreement when firing Manager Team

The role of the Managing Team for the Kosovo Serb majority municipal Association statute ends only when that statute is adopted, so according to the European Union, the Kosovo Government's decision to dismiss it is contrary to the Agreement. So said Peter Stano at a news conference in Brussels on Thursday European Union for Foreign Policy and Security spokesman Peter Stano, answering questions about the role of the Manager Team.
Minister of Local Power Management in the Government of Kosovo Elbert Krasniqi on 3 May has released members of the Management Team from office.
The team in question, comprised of four Serbs from Kosovo, participated in the latest high-level dialogue meeting, where it also presented the first draft of the Association of Serb Major municipalities statute, which was immediately rejected by Kosovo Prime Minister Albin Kurti.
Moreover, Kurti said that this team's co-ordinator, Danijela Vujicic, “is in conflict of interest” because she has sworn in as MP in the Republic of Serbia's Assembly.
Asked that part of which the delegation was the Manager's Team at the last meeting, Stano said that that team participated “as a separate delegation” and that “had been invited to come and join the meeting for a point of the agenda”.
“They were no part of any delegation, either Serbia or Kosovo”, Stano said.
The EU spokesman said the composition of this team “is in line with the” dialogue agreement.
The “Piles were hired about the composition of the Manager Team. Members of the Management Team have been nominated by Serbia and have officially been appointed by Kosovo”, Stano explained.
According to the EU, Stano said, “dialogue agreements clearly say management teams should exist until the Association statute” is adopted.
“Ekipi Manager proposed and submitted the first draft, meaning that the process was launched, not that the process was over. Therefore, the decision to dismiss the Manager Team violates the text and spirit of the deal”, Stano stressed.
There were also some journalists' questions about how long this dialogue can be continued, with successive rejections of the parties.

In the question of whether the agreement can be said to exist as a whole, since Serbia's president, Aleksandar Vuciq, has reiterated that he “has made clear the EU's <x5x1> agreement clause, Stano reaffirmed that the “Agreement exists, and that “the senior representative, Joseph Borrell, has made it clear that the “Declaratata issued by the EU, is also seen by Serbia President Aleksandar Vuci, and that Kosovo Prime Minister Albti, and this is the task of the <x>
This European Union spokesman also cited the Declaration of Extinction as evidence of progress in the dialogue and expressed the European Union's conviction that the parties would work to implement this agreement and reveal the fate of missing persons during the war.
Kosovo and Serbia have reached agreement on forming Association in 2013, while its principles are agreed on in 2015.
In 2016, the then Ministry of Local Self Government Management in Kosovo has named the Management Team for draft-state drafting.
But, the Association Agreement has never been implemented, due to Belgrade's insistence that it have broad competencies. Pristina has rejected them, arguing they might threaten the functioning of the state.
