Escobar: Association to be in line with Kosovo Constitution

This is actually our target. We have said that association is a duty taken from Kosovo with the Brussels agreement. But we have repeatedly repeated that we will help Kosovo form it under a European model that does not violate its sovereignty or constitution or functionality. As we see, association is the way for four municipalities or other municipalities that want to join, to receive municipal services for the Serb-language majority population. We want to use Association to stop what Serbia is doing in northern Kosovo, and establish that part within Kosovo's structure, to be controlled by Kosovo laws. I do not see it as a concession for Serbia, but in order for Kosovo to accommodate citizens living in that part of Kosovo, who are citizens of Kosovo”, Escobar said. He said the EU is offering European models, where states can offer services in other languages to minority citizens, but do not introduce or violate neighbour's constitutionality.
And US State Department adviser Derek Chollet has said that it must repeatedly say both Serbia and Kosovo that it is an opportunity that may not come back in decades.
