“KEK has signed Framework Agreements with companies which are not licensed in Kosovo, however, is not recognised by the license issued by the countries, according to the principle of reciprocity. Given this finding, KEK has not acted in agreement with Article 28, par.1 and par. 2 and Article 30, par.1 to Law on Energy Regulatory, Article 32, par.3 to Electricity Law, Article 2, par. 2.1.2, 2.1.3 and 2.1.6 of the market rules, Article 8, par. 1 to Procedure for Energy Marketing Electric”, says the ZRE report published yesterday, writes Isander newspaper.


According to the report, based on legislation in force, the activity of electricity supply and trade can only be exercised with the license issued by Z. THREE for legal subjects that are registered in Kosovo, including the possibility that, according to the principle of reciprocity, these activities will be allowed even without ER licenses.

In one of the main ZERE findings, KEK has reportedly sought energy from Albania's Energy Corporation even when there has been no need and the energy accepted by KESH has offered it in the free market.

Also, according to ZERE findings, KEK has not approved the internal procedure based on their market function.

The ZER has found that KEK has sold electricity to COSTT for covering losses in northern Kosovo, under the terms of the agreement on covering the system's losses.
