Former negotiator in the Kosovo dialogue Serbia, Avni Arifi, while speaking of Article 7 of the agreement for normalising relations for the two countries proposed by the European Union, has said that self-advancing is more dangerous than it existed in previous agreements.
The agreement has a total of 11 articles, while Article 7 calls for Kosovo and Serbia to engage “to ensure a proper level of self-advancing for the Serb community in Kosovo”.
I see self-management more dangerous than there was, because as long as there were some contours in previous agreements on how to develop association, there are no conditions here. The government is not responsible for creating association but made it responsible for its quality”, Arifi declared on the FIVE show.
He has said that at the time it was approved by the Kosovo Parliament, the Association has been the agreement and then has been rejected by the opposition because they have believed it is contrary to the Constitution of Kosovo, and “dooli then the Constitutional Court's decision. Since then it has been known to have an association, but it will have no executive competence”.
Kosovo Prime Minister Albin Kurti, and Serbia's president, Aleksandar Vuciq, have agreed to this annex during a meeting in Ohrid on March 18th, while the agreement, supported by the European Union, has been agreed in principle during a meeting in Brussels on February 27th.
Similarly, Arifi has said it is essential that in the coming days the Government and Kosovo institutions take care of two issues, “before addressing responsibility for any potential escalation, and the second is that no action is taken without co-ordination with the QUINT countries and with the US”.
According to him, an error for a short term victory is having long-term consequences, as he added, we have seen with the decision on the plates.
“The Kurti government must eliminate the form of action in which election victories are being created but long-term consequences are being created on the way. It would be very wrong to have no co-ordination with international communities at this stage, because after all the consequences would be paid to the Government of Kosovo, Kosovo institutions and citizens”, he has said further.
